KSAs:

I have lead multidisciplinary acquisition teams for the procurement of Defense Satellite Systems System control systems, lead acquisition teams from the Army Information Systems Engineering Command in the procurement and project implementation of data switching and dense wave fiber optic systems, orchestrated the sale of electronic jamming equipment to NATO users with direct interaction with the Joint Chiefs of Staff, and was the Director of the Government Systems Division of the Communications Support Program Office (USAF) which implemented comprehensive infrastructure upgrades at 130 bases worldwide. At the CSPO, I had 13-39 directly reporting project leaders under my supervision.

At the Communications System Program Office (CSPO - USAF) provided executive leadership from 1991-1996 as Director of the Government Systems Directorate to 13-39 project leaders, and a multidisciplinary team of engineers, contracting officials, legal representatives, budgeting specialists, and quality assurance technicians to implement communications upgrades (telephone switches, ATM switches, fiber optic and cable infrastructure) at 13 Air Force bases worldwide. My leadership and initiatives resulted in awarding $80 million of contracts through Army contracts in 1995 when all Air Force acquisitions failed. My personal impact at the Program Management office for Defense Communications Systems as a systems engineer in 2003-2005 resulted in the rapid reconstitution and implementation of data networks in Europe. Substandard components were eliminated from my projects and cost-effective alternatives to concrete-encased SIPRNET systems were identified by me personally and implemented without schedule impact.

At the Defense Information Systems Agency, I have prepared Performance Evaluation reports on the engineering viability of the Global Information Grid and interfacing subsystems which implement corrective measures at the O6 to general officer level. At DISA-EUR, routinely briefed general officers and House Appropriations Committee representatives on the economic feasibility and engineering design considerations of consolidating intelligence community requirements and nation-wide (Germany) communications solutions.
